We collaborate
From the earliest stages of a project, we engage with a wide range of stakeholders including clients, co-consultants, and internal Savills teams. This integrated approach allows us to co-create design solutions that are innovative, inclusive, and responsive to real-world needs. Our collaborative process is structured, yet flexible, enabling us to develop proposals through to Stage 2+ and planning applications with confidence and clarity. We also design bespoke engagement strategies that reflect the unique context of each project, using a combination of co-design techniques and hybrid engagement tools to ensure that every voice is heard and valued.

Urban Designer
Andrew Raven Director Andrew is head of the urban design team in Oxford and leads on projects specialising in strategic green field development. With over 25 years of experience as an urban practitioner, he provides expert consultancy services on a wide range of projects, from complex strategic mixed-use developments to contentious schemes in conservation areas and regeneration proposals. He also presents expert witness evidence where necessary at public inquiry and hearings. Key clients include Oxford University and Colleges, Homes England, and major housebuilders and development consortia JVs. Andrew studied architecture at Bath University, followed by a post-graduate diploma at Oxford Brookes University in urban planning. Outside of work, he writes and records music, performing around the country with his contemporary folk band.
Peter Frankum Director, Head of Urban Design Studio Peter joined Savills in 2007 and oversees the national Urban Design Studio. He is based in both the London and Southampton offices. Prior to Savills, he worked for local government, followed by a technical director role at Terence O’Rourke. Peter specialises in masterplanning, regeneration, new communities and public consultation. He leads major regeneration projects, as well as designing and delivering new communities and urban extensions for private and public sector clients throughout the UK. He chairs the southern branch of the UDG, is an academician of The Academy of Urbanism and participates on several design review panels. He often speaks at national conferences and events, advocating for quality development and regeneration. Peter’s interest in what makes a place flourish and liveable is also a personal pursuit. As a frequent visitor of Europe, he has a particular appreciation for Italian cities and cuisine – with his mother being from Florence.
Aisha Khan Urban Designer Aisha joined Savills in 2023 as an urban designer and is based in the London office. She has experience working on various projects, with a key focus on sustainable masterplanning and public realm design. She’s passionate about understanding the historical, socio-economic and political challenges that impact cities and how these inform design projects. Aisha is also interested in sustainable urban regeneration and community engagement. She attained a bachelor’s degree in architecture from Nottingham University and received her master's in urban design and planning from London Southbank University. Outside of work, she also enjoys sketching, creating intricate drawings of historical buildings and vibrant urban street scenes. However, her true masterpiece is constructing gingerbread houses at scale 1.500, no smaller.
Ruth Bishop Director Ruth is a director based in Southampton and leads on Savills landscape and visual impact capabilities, providing assessments to accompany planning applications within sensitive urban settings and presenting expert witness advice at planning inquiries. With nearly 30 years of experience, Ruth provides a landscape-led approach to masterplanning, delivering high-quality, high-value places with a focus on green infrastructure as an integral part of place-making. She also provides detailed landscape and public realm input to design codes, strategies and statements. Ruth is also an experienced facilitator at community and stakeholder consultation events. She has master’s degrees in landscape architecture and urban design, and is a Chartered Member of the Landscape Institute, as well as a Recognised Practitioner of the Urban Design Group. Outside of work, Ruth enjoys dog-walking, cycling and camping, especially in the coastal areas of Hampshire and Dorset.
Chris Odgers Director Chris is a director in the urban design team based in Southampton. He has over 26 years of experience of urban design, masterplanning and regeneration, in both the private and public sectors. Chris has worked on a wide range of sustainable urban extensions and urban redevelopment sites throughout the UK. With an emphasis on placemaking and local distinctiveness, his masterplans and accompanying design statements and design codes have been instrumental in gaining outline consent for developers and house builders. Chris has previously worked for Terence O'Rourke and Barton Willmore. He is also an expert on the South-West Design Review Panel.
Vinita Dhume Director Prior to joining Savills in 2022, Vinita worked for Levitt Bernstein Architects, where she co-led their Place Studio. With over two decades of experience, she brings a broad breadth of knowledge to complex urban challenges and advocates a people-centred approach to designing places that are inclusive, resilient and liveable. Her extensive portfolio of work includes large-scale residential and mixed-use masterplanning schemes, town centre commissions and design codes. Her focus is to instil genuine collaboration, working closely with communities and stakeholders to develop a deliverable and robust vision for a place. Vinita has contributed to several urban research projects, is a member of Design Review Panels in London including the wider South-East, Chair of Tower Hamlets Quality Review Panel and Co-Chair of Westminster Design Review Panel. An avid illustrator in her spare time, Vinita enjoys sketching on her travels and walks with her Dachshund companion.
Clare Mitchell Director Clare’s career spans over 20 years and she joined Savills in 2018. Clare is based in the Oxford office and specialises in strategic masterplanning, regeneration and public realm design. She is an ardent advocate of sustainable urbanism and, prior to Savills, she led on groundbreaking projects in the USA and across Europe. She continues to steer complex strategic projects in the UK, leading multi-disciplinary design teams in both the private and public sectors. Her work embraces innovation and demonstrates a broad technical understanding of the development process to maximise the potential of a site and create people focused places. Clare is a design review panel member for Design South East and often talks and contributes to articles on design and masterplanning issues. She has a dual qualification in Urban Design and Landscape Architecture. To unwind from work, Clare is a keen rower and can often be found racing on the River Thames.
Chris Muller Associate Chris joined the Urban Design Studio in 2019 after completing his master’s degree at the UCL Bartlett School of Planning. He specialises in strategic masterplanning, with expertise in new settlement promotion and large-scale strategic development frameworks. Chris applies a multidisciplinary approach to develop design solutions that can flex between local and strategic-wide scales. His aptitude and enthusiasm for good, sustainable design mean he strives to achieve high-quality and pioneering placemaking. Chris’s experience includes feasibility and viability testing, public realm design and regeneration, design codes, strategic site assessment, as well as landscape and townscape character assessment. Research continues to inform his work, as he explores the relationship between contemporary placemaking and the perception of a sense of place. Outside of work, Chris is a keen printmaker and an avid reader, particularly history of art and architecture.
Richard Alldread Associate Director Richard joined Savills in August 2024, previously working at UBU, LDA and WYG. Richard has extensive experience in the design and delivery of successful and engaging landscapes. He brings a creative approach to the design process, underpinned by a thorough understanding of technical aspects and considerations. Richard has led and helped deliver numerous landscape schemes across the country, working at a range of different scales, including residential development, town centre and urban regeneration, mixed-use development and new parks and green spaces. His understanding of landscape processes, and a sensitive approach to site and local context, allows him to design spaces that respond to the unique qualities of a place. His experience in detail design and interest in understanding how things are put together spans from a childhood hobby of scale modelling – something that he has rediscovered in recent years.
Marta Reina Associate Marta is an Associate at Savills, bringing over 20 years of experience in urban design and architecture across the UK and internationally. She specializes in urban regeneration, housing, public realm design, and placemaking, with a focus on the sustainable transformation of existing cities. Marta has a strong track record in revitalizing urban areas and delivering plans for town centres and urban extensions, as well as leading projects that develop strategic frameworks and long-term plans for multi-phase regeneration programmes, particularly for public sector clients. Before joining Savills, Marta worked at Karakusevic Carson Architects, Gillespies, and Levitt Bernstein in London, and with the Government of Andalusia in Spain. She holds a BSc in Architecture, a Master’s in Urban Design and Landscape Preservation and Design, and completed a PhD on the transformation of the public realm in Europe. Marta is also a visiting lecturer at the University of Hertfordshire and a member of the Islington Council Design Review Panel.
Zaid Prasla Senior Urban Designer Zaid is based in the Oxford office. Prior to joining Savills in 2021, he worked for HCP in Ahmedabad, India, on multiple urban design and masterplanning projects. As a passionate urban practitioner, Zaid is deeply committed to providing a multi-disciplinary approach to develop solutions that flex between local and strategic-wide scales. His strong design skills and enthusiasm ensure the deliverability of high-quality and sustainable placemaking. He has experience in masterplanning, placemaking, design codes, strategic site assessment, as well as landscape and townscape character assessment. Zaid obtained his master's degree in architecture and urban design from The University of Edinburgh. In his spare time, he combines his love of travelling and photography by capturing the places and landscapes he visits.
Viet Nguyen Senior Urban Designer Viet is a multilingual professional with over 13 years of experience as an urban practitioner. He joined the Urban Design Studio in 2022 and is currently an architect in training. Prior to Savills, he worked at a multi-disciplinary environmental and infrastructure consultancy for several years, alongside planning, landscape, transport, ecology, civil engineering and project management teams. This gave him a comprehensive understanding of the technical complexities of a project. Viet’s expertise is in feasibilities and site appraisals to concept development and detail drawing. His portfolio of work includes strategic spatial planning, housing and town centre regeneration, ranging in scale from individual buildings to large mixed-use urban extensions. Viet’s passion for nature, heritage conservation, social equity and high-quality public spaces extends beyond his work. He is proactive with his fellow international researchers and designers to help local groups and authorities in Vietnam address development issues.
Kiki Zhou Associate Kiki joined Savills Urban Design Studio in 2023 and is based in the London office. Previously, she worked at Levitt Bernstein Architects, where she gained invaluable experience working on prominent and award-winning estate regeneration projects across the UK. Kiki is an enthusiastic urbanist who enjoys working on projects at varying scales. She has delivered resilient, responsive and viable designs at feasibility, outline and detail stages of projects, including masterplanning, mixed-use housing and public realm proposals for public and private clients. She brings innovation and rigour to design thinking, drawing upon her ability to articulate ideas through visuals and strong graphics. Her project experience also includes strategic spatial planning, housing estates and town centre regeneration, ranging in scale from individual buildings to large mixed-use urban extensions. Kiki also pursues her passion for sketching and drawing outside of work by capturing still life, urban scenes and landscapes using various media.
Athina Ioannidou-Lemonidou Senior Urban Designer Athina joined the Urban Design Studio in 2022 and is based in the Southampton office. Prior to Savills, she worked as an architect in Athens for two years, acquiring experience on projects in both Greece and the UK. Athina works on placemaking projects at various scales and contexts. She is passionate about urban innovation and applies her interdisciplinary skills to help shape well-designed and inclusive places for local communities. She attained her degree in architecture from the National Technical University of Athens, followed by a master’s in architecture and urbanism from Manchester School of Architecture. She is chartered member of ARB, RIBA, and an active member of the Academy of Urbanism. Athina finds inspiration in her travels, exploring new places and immersing herself in diverse cultures.

Aurelija Gibaviciute Graduate Urban Designer Aurelija is the studio’s newest graduate, having joined Savills in September 2025. She is based in the Oxford office and holds a bachelor’s degree in Urban Design, Planning, and Development from Oxford Brookes University. Aurelija is passionate about designing places that foster community and well-being. Her interests in spatial storytelling and sustainable development inform her approach to creating inclusive urban environments. Outside of work, she enjoys strength training, crochet, tabletop games, and reading.
Leah George Graduate Urban Designer Leah joined Savills in September 2024, she’s based in the Oxford office. Leah attained a master’s in urban design and city planning. After her undergraduate degree in Architecture from University of Nottingham, she completed a work placement with the urban design team at Alan Baxter. Leah is passionate about inclusive placemaking and enhancing social sustainability. Outside of work, she pursues her passion for dance, attending classes and choreographing sequences.
Janette Mpagi Urban DesignerJanette is a graduate urban designer based in the Southampton office. Prior to joining Savills in 2023, she gained international experience working as an architectural assistant in Uganda for five years, contributing to various architectural and infrastructural projects. Janette is driven by a commitment to creating inclusive and vibrant communities. Her experience across various scales and contexts, combined with strong design skills and a passion for community engagement, allows her to effectively shape urban spaces that prioritise the needs of local residents. She holds a bachelor’s degree in environmental design and a master’s in urban design from the University of Strathclyde. As a member of Black Females in Architecture (BFA), Janette is dedicated to forging better pathways for Black women into the industry. Outside of work, she is a devoted Liverpool FC supporter who delights in travelling, which allows her to explore diverse countries and cultures.
Ben Chan Urban Designer Ben is a based in the London office and supports the studio’s work across various projects of different scales and contexts. He is passionate about developing placemaking strategies that make a positive impact on the local community, with challenging issues such as place identity and legibility interesting him the most. Ben’s ability to present complex ideas in a simple and effective manner allows him to convey critical urban design rationales and principles with ease. Ben completed a master’s degree in urban design and city planning at University College London. He also holds a bachelor’s degree in urban studies from the University of Hong Kong, and has previously worked in the territory’s planning consultancy sector.
Oksana Pavlovska Graduate Urban Designer Oksana is a graduate with a passion for shaping the future of our cities. Having graduated from the University of Kent with a bachelor’s degree, she is now channelling her foundational knowledge into a dedicated career in urban design. With four years of professional experience in the architectural and design field, Oksana brings a robust understanding of design and detail to the urban scale. She skilled in creating realistic and immersive 3D models and renderings, using these powerful visualisation tools to bring future projects to life for communities and clients alike. Driven by a belief that design can positively impact people's lives, she is passionate about exploring sustainable design strategies and are excited to learn how to shape spaces for people in the best way possible. Oksana thrives collaborating with talented and creative professionals who share a common goal: to improve people's lives and experiences through thoughtful architecture and urban design.

Faye Coddington Team AdministratorPrior to joining Savills in 2024, Faye held key administrative roles at Waugh Thistleton Architects, Fosters + Partners and Levitt Bernstein Architects, this included studio management, bid coordination, marketing and personal assistance. With 15 years of experience working in the architecture sector, she supports the Urban Design team in a vital role, bridging the gap between creative design work and efficient business operations. As part of our multidisciplinary team, her day-to-day focus is on keeping projects on track, managing critical communications, and maintaining the organisational standards that allow our design team to focus on building better places. Outside of work she continues to hone her skills in printmaking, be it screen or lino printing; a craft she picked up as a fashion textiles student then later developed during her Masters in Illustration at Falmouth University.

Winngton Works Northwich, CheshireSavills has created an ambitious masterplan for a former chemical site on the River Weaver. The design responds sensitively to heritage assets and complex site conditions, embedding sustainability through features like district heating powered by adjacent industrial operations. Extensive stakeholder engagement shaped a vision that acts as a catalyst for wider regeneration in the local areas. The masterplan includes new homes, public spaces and extensive green infrastructure, enhancing resilience and liveability. Winnington Works exemplifies how brownfield regeneration can deliver high-quality, climate-responsive communities that honour industrial heritage while embracing future needs.

Horsham Enterprise Park West SussexFollowing initial feasibility studies, Savills produced a detailed masterplan for circa 300 homes, conversion of an art deco office building with careful retrofit, 269,000 sq ft of research and development employment space, mixed-use local centre, and space for innovation and knowledge exchange. Following extensive public consultation, a planning application was submitted, which included detailed drawings for building interventions and a design code. Savills oversaw the development partner procurement process with the studio advising on the quality criteria and interviewing process. Reserved matters are now underway.

South Maple Cross Maple Cross, HertfordshireOn a sensitive Green Belt site in Greater London, Savills has developed a landscape-led masterplan for 1,500 homes, a primary school extension, healthcare, and innovation facilities. The vision champions wellbeing, biodiversity, and local food growing, creating a lasting legacy for self sufficiency social cohesion. Supporting studies such as the Green Belt Review and visual appraisals have shaped a masterplan that is locally responsive and rooted in ecological and natural capital. Natural features are woven throughout to encourage active travel and strengthen interconnectivity. Maple Cross is envisioned as a sustainable and inclusive neighbourhood that respects its greenfield setting while delivering essential homes and amenities.

Langley S.U.E. Sutton Coldfield, West MidlandsSupporting Birmingham City Council’s ambition to deliver over 51,000 homes by 2031, Savills has led the masterplanning of Langley, one of the UK’s largest residential growth areas. The outline planning application masterplan includes 5,000 homes alongside education, leisure, and mixed-use centres. Designed to foster inclusive, well-connected communities, the proposals integrate infrastructure improvements and placemaking strategies. Walkability, green infrastructure, and public transport access ensure sustainable development. Langley is envisioned as a resilient, future-ready neighbourhood contributing meaningfully the Country’s housing supply, as well as key strategic urban regeneration goals.

Fountaine Vinery GuernseyGuernsey Housing Association has commissioned the Savills Urban Design Studio and the Savills Housing Delivery Team to provide a fresh perspective for delivering a placemaking-led new neighbourhood at Fontaine Vinery. Together, we have started to investigate options for delivering the maximum quantum and most diverse mix of much-needed affordable housing on this site, while simultaneously addressing Guernsey’s housing shortage. Great West Plaza HounslowA comprehensive mixed-use masterplan was developed at a waterfront setting north of Brentford Lock, which will replace an existing low-rise office development with approximately 500 new residential homes, commercial, hotel and retail uses. Hailsham East SussexA comprehensive masterplan was developed across a large land holding east of the town centre. Rue Jamouneau & Rue Sarchet Guernsey Savills Urban Design Studio was commissioned to develop a strategic public realm framework for four estate sites on Guernsey Island. The framework aims to create a walkable and playable neighbourhood by enhancing the existing streets to be pedestrian and cyclist friendly and introducing connections to public green spaces. This framework also strives to create more opportunities for residents of all age groups to play and meet. These spaces are designed with play and sports equipment, a community orchard, comfortable seating made of local material and planting of local species, which encourage social bonding within the community while celebrating the local characters and heritage.

St. Sampson Guernsey The Savills Urban Design Studio were commissioned by the States of Guernsey (SoG) to deliver a vision for an integrated framework on how much-needed community infrastructure can bring about desired regeneration and economic stimulation for St. Sampson and The Bridge in northern Guernsey. The studio have advised SoG how residential development across St. Sampsons Allocated Housing Sites should be looked at holistically to maximise the value and impact of delivering movement infrastructure, alongside the delivery of mixed-use neighbourhoods. The design work has been underpinned by a sustainability framework provided by Savills Earth, as well as a robust delivery advice strategy.

The site, primarily greenfield and located near the South Downs National Park, will be transformed into a thriving community with a strong focus on nature, wellbeing and social interaction. Thoughtfully designed, the development will integrate landscape and ecology to create a distinctive and welcoming environment. Horsham Enterprise Park Horsham
Ironbridge ShropshireThe former power station site benefitted from an outline planning consent and approved design code. However, the Council wanted a design that in parts did not comply with the code. We conducted a number of workshops with the Midlands design panel and an urban designer instructed by the council. Architectural and character studies were carried out to inform changes to house types to deliver a strong identity to this first phase of development, with a full design rationale. Advocacy and advice included assistance with the development strategy for the site, layout and character and production of finished drawings, including 3D sketches and rendered elevations. We successfully helped this national housebuilder navigate difficult discussions on design, assisted them in redesigning house types in accordance with a bespoke design rationale relating to the site while minimising additional costs, assisted in explaining the strategy and proposals to the council and design panel, and ultimately justify the proposals. A previous detailed planning refusal on design grounds was turned into a scheme fully endorsed by the planning committee as a well-designed, high-quality scheme.
